Pernambuco signs cooperation agreement to strengthen energy transition and build long-term roadmap

August 26 | Brazil – The Brazilian state of Pernambuco has signed a technical cooperation and mutual collaboration agreement to strengthen the just energy transition in the state.

The agreement, signed on August 26, establishes cooperation between partners to strengthen the infrastructure necessary for the transition. Among the planned actions are support for an integrated roadmap, the development of enabling infrastructure, attracting investments and preparing a pipeline of projects associated with green industrialization.

The signing took place during the workshop Energy Transition Dialogues: a roadmap for Pernambuco, held at the Cais do Sertão Cultural Center, in Recife.

The event was coordinated by the Secretariat of Economic Development (SDEC) and the Secretariat of Special Advisory to the Governor and International Relations (SAESPRI), in partnership with Global Energy Alliance for People and Planet (Global Energy Alliance) and the International Solar Alliance (ISA).

The event brought together the government, the productive sector, research and innovation institutions and international partners to collaboratively build the foundations of a medium- and long-term strategy for Pernambuco’s energy transition.

At the opening, the Secretary of Economic Development, Danielle Jar Souto, said the initiative seeks to transform the state’s energy potential into opportunities for economic development.

“We are here to build, together, a roadmap that allows Pernambuco to project itself in a differentiated way in the energy transition,” she said. “More than expanding our capacity in renewable energies, we want to transform this agenda into economic development, with new productions, income generation and opportunities also in the interior of the state.”

The strategy should consider the connection between production, infrastructure and logistics, including the role of Suape – a major industrial port complex in Pernambuco – in the development of new production chains and in the flow of sustainable products and fuels.

Secretary of Special Advisory to the Governor and International Relations, João Sales said:

“This construction is not happening by chance. It is a strategic decision, based on the need for Pernambuco to advance in building strategies and a vision for the future of the energy transition. And this is only possible through partnerships between the Government, the private sector, research and innovation institutions, and international partners.”

Throughout the day, participants discussed renewable energy, energy infrastructure, sustainable fuels, energy storage, industrial decarbonization, electrification of mobility, innovation, research and technological development. The discussions were organized into two axes: the Port and Industrial Cluster and the Innovation, Research and Development Cluster.

Executive Secretary of Energy at SDEC, Guilherme Sá, said the objective is to connect existing initiatives and establish priorities for the coming years.

“Our state already has important initiatives and assets related to the energy agenda,” he said. “The challenge now is to connect these fronts, identify the main bottlenecks, and establish priorities for the medium and long term. The roadmap will be built from this dialogue process, articulating government, the productive sector, academia, innovation institutions and international partners.”

Global Energy Alliance for People and Planet’s Brazil director, Luisa Valentim Barros, said that with cross-sector coordination, Pernambuco can transform energy potential into new investments, industries and jobs.

“Pernambuco possesses enormous potential in new energy solutions such as H2, SAF, methanol, among others,” she said. “We can transform this potential into economic growth, building the modern and flexible energy system necessary to attract investments, support new industries and generate jobs.”

Director-General of the International Solar Alliance (ISA), Ashish Khanna, said Pernambuco is experiencing a strategic moment in its energy transition journey and has the conditions to transform its renewable potential into economic growth and competitiveness.

“Pernambuco has the opportunity to demonstrate how clean energy can become an engine of economic growth,” he said. “ISA is proud to establish this partnership with the State to develop a viable roadmap, capable of transforming ambition into investment and implementation and serving as a model for other regions of the Global South.”

Pernambuco firma cooperação para fortalecer transição energética e construir roteiro de longo prazo

Instrumento prevê ações para infraestrutura, atração de investimentos e preparação de projetos associados à transição energética e à industrialização verde

Pernambuco firmou, nesta quarta-feira (26), um instrumento de cooperação técnica e mútua colaboração para fortalecer a transição energética justa no Estado. Entre as ações previstas estão o apoio à consolidação de um roteiro integrado de médio e longo prazo, o desenvolvimento de infraestrutura habilitadora, a atração de investimentos e a preparação de um pipeline de projetos associados à transição energética e à industrialização verde.

A assinatura ocorreu durante o workshop “Diálogos de Transição Energética: um roadmap para Pernambuco”, realizado no Centro Cultural Cais do Sertão, no Recife. O evento foi coordenado pela Secretaria de Desenvolvimento Econômico (SDEC) e pela Secretaria de Assessoria Especial à Governadora e Relações Internacionais (SAESPRI), em parceria com a Global Energy Alliance for People and Planet (GEAPP) e a International Solar Alliance (ISA).

O evento reuniu Governo, setor produtivo, instituições de pesquisa e inovação e parceiros internacionais para construir, de forma colaborativa, as bases de uma estratégia de médio e longo prazo para a transição energética de Pernambuco. Na abertura, a secretária de Desenvolvimento Econômico, Danielle Jar Souto, destacou que a iniciativa busca transformar as potencialidades energéticas do Estado em oportunidades de desenvolvimento econômico.

“Estamos aqui para construir, em conjunto, um roadmap que permita a Pernambuco se projetar de forma diferenciada na transição energética. Mais do que ampliar nossa capacidade em energias renováveis, queremos transformar essa agenda em desenvolvimento econômico, com novas produções, geração de renda e oportunidades também no interior do Estado.”

A estratégia deverá considerar a conexão entre produção, infraestrutura e logística, incluindo o papel de Suape no desenvolvimento de novas cadeias produtivas e no escoamento de produtos e combustíveis sustentáveis. Para o secretário de Assessoria Especial à Governadora e Relações Internacionais, João Sales, a construção do roadmap representa uma decisão estratégica de Estado.

“Essa construção não acontece por acaso. É uma decisão estratégica, baseada na necessidade de Pernambuco avançar na construção de estratégias e de uma visão de futuro para a transição energética. E isso só é possível por meio de parcerias entre o Governo, o setor privado, instituições de pesquisa, inovação e parceiros internacionais.”

Ao longo do dia, os participantes discutiram temas como energias renováveis, infraestrutura energética, combustíveis sustentáveis, armazenamento de energia, descarbonização industrial, eletrificação da mobilidade, inovação, pesquisa e desenvolvimento tecnológico. As discussões estão organizadas em dois eixos: o Cluster Portuário e Industrial e o Cluster de Inovação, Pesquisa e Desenvolvimento.

Segundo o secretário executivo de Energia da SDEC, Guilherme Sá, o objetivo é conectar iniciativas já existentes e estabelecer prioridades para os próximos anos.

“Nosso Estado já possui iniciativas e ativos importantes relacionados à agenda energética. O desafio agora é conectar essas frentes, identificar os principais gargalos e estabelecer prioridades para o médio e longo prazo. O roadmap será construído a partir desse processo de diálogo, articulando governo, setor produtivo, academia, instituições de inovação e parceiros internacionais.”

Na avaliação da Global Energy Alliance for People and Planet (GEAPP), Pernambuco tem condições de transformar seu potencial energético em novos investimentos, indústrias e empregos. A diretora Brasil da organização, Luisa Valentim Barros, destaca a importância da articulação entre diferentes setores.

“Pernambuco possui um enorme potencial em novas soluções de energia como H2, SAF, metanol, entre outros. A oportunidade agora é transformar esse potencial em crescimento econômico, construindo o sistema energético moderno e flexível necessário para atrair investimentos, apoiar novas indústrias e gerar empregos.”

Para o diretor-geral da International Solar Alliance (ISA), Ashish Khanna, Pernambuco vive um momento estratégico em sua jornada de transição energética e reúne condições para transformar seu potencial renovável em crescimento econômico e competitividade.

“Pernambuco tem a oportunidade de demonstrar como a energia limpa pode se tornar um motor de crescimento econômico. A ISA tem orgulho de firmar essa parceria com o Estado para desenvolver um roadmap viável, capaz de transformar ambição em investimento e implementação e servir de modelo para outras regiões do Sul Global.”

Indústria verde

O instrumento firmado nesta quarta-feira estabelece a cooperação entre os parceiros para apoiar a construção do roteiro integrado, fortalecer a infraestrutura necessária à transição energética, mobilizar investimentos e estruturar uma carteira de projetos associados à industrialização verde. O roadmap será desenvolvido a partir desse processo de diálogo e deverá orientar as próximas etapas de planejamento e operacionalização da agenda de transição energética de Pernambuco.
