Closing the energy access gap

Despite significant progress, millions of people across Latin America and the Caribbean still lack reliable electricity.

Established by the Global Energy Alliance for People and Planet in 2024, the Universal Access Coalition brings together governments, development partners, the private sector and civil society to accelerate universal energy access across the region.

Funding available

The Facility supports projects including standalone solar, renewable and hybrid mini grids (mini grids must use 75%+ renewable energy), productive use of energy, public services and limited grid extension.

The Financing Facility provides two types of support:

Technical Assistance

US$100,000–250,000 to strengthen project planning, feasibility studies, technical design and business models.

Reimbursable Investment Grants

US$200,000–500,000 to help scalable projects overcome financial barriers and reach implementation through capital support, risk mitigation and other financing instruments.

Who can apply

Eligibility

Applications are welcomed from experienced organizations delivering energy access and PUE projects in eligible Latin American and Caribbean countries, including:

Government agencies
Utilities
NGOs
Project developers
Private-sector organizations

Priority will be given to projects benefiting remote communities, women, and other underserved populations. Phase One includes Bolivia, Brazil, Colombia, Ecuador, Guyana, Haiti, Peru and Suriname. Subsequent phases will have a broader scope of eligible countries

How to apply

The application process consists of two stages:

Expression of Interest (EOI) — A short application outlining your project, its readiness and expected impact.
Full proposal — Shortlisted applicants will be invited to submit a detailed proposal for review.

Applications will be assessed based on project impact, readiness, bankability, sustainability and potential for scale.

The information provided may be shared with other UAC coalition members for the purpose of enabling collaboration, co-funding, and overall advancement of UAC objectives.
