Made-in-Vietnam Energy Plan 4.0 (MVEP 4.0)

A strategic roadmap to accelerate Vietnam’s clean energy transition.
The Made-in-Vietnam Energy Plan 4.0 (MVEP 4.0) is a comprehensive, research-driven blueprint that charts a pathway for Vietnam’s transition to a competitive, reliable, and low-emission energy system. The plan outlines a long-term vision, medium-term policy frameworks, and actionable short-term reforms to strengthen the country’s investment environment and energy resilience.
MVEP 4.0 addresses key challenges such as regulatory bottlenecks and institutional capacity gaps while proposing concrete steps to align near-term actions with Vietnam’s long-term energy and economic goals.
It was launched at the Made-in-Vietnam Energy Dialogue in June 2025—co-hosted by the National Economics University, the Vietnam Business Forum’s Power and Energy Working Group, and GEAPP, with implementation support from The Asia Foundation and Pacific Rim Investment and Management Inc.
