PLN, Indonesia’s State–Owned Electricity Company Signs MoU with GEAPP to Accelerate Country’s Just Energy Transition

Key Facts
The agreement provides a framework for both parties to collaborate on reducing emissions through a just transition in the power sector
GEAPP to provide technical assistance to PLN towards achieving net-zero commitments

Dubai – December 3, 2023 – Today at COP28, PT Perusahaan Listrik Negara (Persero) (PLN), Indonesia’s State-Owned Electricity Company and the Global Energy Alliance for People and Planet (GEAPP) officially signed a Memorandum of Understanding (MoU). It sets out a practical cooperation framework to advance Indonesia’s just energy transition and net zero goals with technical assistance from GEAPP.

The MoU was signed by Darmawan Prasodjo, Chief Executive Officer, PLN, and Sundaa Bridgett-Jones, VP – Americas and Chief Partnerships Officer, GEAPP. This significant milestone underscores Indonesia’s commitment to reduce its greenhouse gas (GHG) emissions by 31.89% with national efforts or by 43.2% with international support by 2030.

Working alongside the PLN, GEAPP will provide technical studies and analyses in areas focused on accelerating the transition away from traditional fuels, diesel conversion, and deployment of renewable energy projects, electric vehicle infrastructure, and other projects contributing to achieving net zero as stated in the COP26 commitments.

PLN has committed to achieve net zero emission and became the leader in Indonesia’s just energy transition.” said PLN’s President Director, Mr. Darmawan Prasodjo. PLN affirm its commitment in decarbonizing by cancelling 13.3 GW of planned CFPP, terminating power purchase agreement of 1.3 GW CFPP, and halting new development of CFPP. PLN also take leadership in developing electric vehicle ecosystem, implementation of carbon trading, and pioneering green hydrogen development as a way of supporting Indonesia’s effort to transition towards clean energy technology. “PLN acclaims this leadership responsibility and embrace global collaborations in the process. Working together with GEAPP signifies PLN’s commitment to clean energy and exemplifies collaborative actions taken by PLN to accelerate energy transition in Indonesia,” added Mr. Darmawan.

The MoU reinforces Indonesia’s ambitious energy transition program, building upon the commitments it made during COP26. Additionally, it aligns with the signing of the Just Energy Transition Partnership (JETP) at the G20 meeting in November 2022, collaborating with the International Partnership Group (IPG) comprising the governments of the US, Japan, Canada, France, Germany, Italy, United Kingdom, Denmark and Norway.

Kitty Bu, Vice President – Southeast Asia, GEAPP commented, “PLN and GEAPP stand together at this opportune juncture at COP28 to advance Indonesia’s energy transition ambitions. Together, we will strive to ensure reliable access to clean energy for the country. This MoU is a testimony to our belief that this transition should be people-positive, i.e. driving clean energy while creating new opportunities for livelihoods and sustainable growth.”

According to Lucky Nurrahmat, Indonesia Country Lead at GEAPP, this MoU is another step forward in GEAPP’s ongoing collaborative work with the Indonesian government. In March 2023, GEAPP signed a MoU with the country’s Ministry of Energy and Mineral Resources (MEMR) where GEAPP supports the advancement of Indonesia’s JETP plan by delivering capacity building, knowledge sharing, and analysis of the acceleration of coal decommissioning.

In its steadfast commitment to advancing people-positive energy transition in emerging economies, GEAPP acknowledges the significance of this partnership with PLN. This is an expansion of GEAPP’s efforts in bringing together stakeholders towards the resolution of the challenge of climate change.
